MoHESR adopts proactive oversight framework under Cabinet Resolution 143 of 2026

The Ministry of Higher Education and Scientific Research (MoHESR) has strengthened its regulatory framework by adopting a proactive, data-driven approach that leverages modern technologies and risk-based oversight to protect students' rights and enhance educational quality.

The Ministry has integrated digital monitoring, artificial intelligence tools, field visits, and data analysis to enhance early detection of non-compliance. In 2026, MoHESR monitored 3,970 digital advertisements, identifying 88 violations and achieving a 98% compliance rate.

From the beginning of 2026 through the third quarter, the Ministry conducted 228 regulatory visits and inspection campaigns. These activities resulted in 32 corrective action plans, with an 84% closure rate for entities addressing identified violations.

In coordination with the Ministry of Human Resources and Emiratisation, MoHESR conducted nearly 90 field visits to verify the quality and compliance of practical training provided to higher education students, covering training at 90 institutions and companies affecting 441 students.

Regulatory activities include verifying institutional licensing, accreditation of academic programmes, accuracy and transparency of advertisements, academic integrity, data accuracy, and quality of the educational process. These efforts align with Cabinet Resolution No. (143) of 2026, which regulates violations, penalties, and administrative measures for the Ministry's mandates and services.
