- ADNOC suppliers must update their bidding strategies and compliance frameworks to align with the new 70/30 blended weighting model effective November 1. Suppliers should review contract thresholds (2M and 50M AED) to confirm applicable requirements.
ADNOC ICV is changing its supplier evaluation framework. The new model, effective November 1, replaces the H1 and L1 scoring system used since 2018 with a blended weighting where commercial factors account for 70 percent and ICV (In-Country Value) accounts for 30 percent. Contracts below 2 million dollars are exempt from ICV requirements entirely. Contracts between 2 million and 50 million dollars will use the new 70/30 model. Contracts above 50 million dollars are exempt from ICV retention. The change aims to simplify procurement, accelerate registration through AI document validation, and increase competitiveness. Registration processing is now 80 percent faster.
