Dubai shared housing law empowers surprise inspections and complaint-triggered investigations

Dubai's new shared housing law, announced in March, regulates the management and occupancy of shared housing units, setting standards for occupant numbers, space allocation, and common facilities. Authorities are empowered to conduct routine and surprise inspections of shared housing properties to verify compliance with occupancy requirements and detect illegal partitions and overcrowding. Complaints from neighbours or residents about suspected overcrowding or unauthorised partitions can prompt investigations. Residents, owners and operators are required to allow authorised inspectors access to shared housing units during inspections, with police assistance available if necessary. The law requires inspection procedures to respect the sanctity of private homes. Article 30 provides for periodic inspections and field visits, while Article 33 allows the Committee for the Supervision of Shared Housing to carry out regular and surprise inspection campaigns. The law does not prescribe a fixed evidentiary threshold before an inspection can occur, though specific and verifiable complaints identifying the property and describing suspected violations are most useful.
