Dubai Municipality has identified 44 areas where shared housing buildings and villas are permitted, including Al Souq Al Kabeer, Al Ras, Al Warqa 1, Al Barsha 1, Al Muraqqabat and Al Rigga. The Planning and Building Requirements Guide for Shared Housing sets out standards for this type of accommodation, aiming to ensure quality, safety and privacy.
Property owners have until September 8, 2027 to regularise buildings currently used for shared housing. The Guide mandates minimum bedroom space of 5 square metres per person. Family accommodation must provide separate bedrooms with en-suite bathrooms. Buildings must also provide shared facilities including kitchens, sanitary facilities, dining areas, recreation and laundry areas per Dubai Building Code requirements.
Buildings designated for shared housing require a permit issued through the Build in Dubai platform. Before permit issuance, compliance with Dubai Civil Defence fire and firefighting system requirements and Security Industry Regulatory Agency CCTV requirements must be verified. The law excludes collective labour accommodation, which remains governed by separate legislation.
