KHDA introduces home-based learning services for early childhood centres

Dubai’s Knowledge and Human Development Authority (KHDA) has introduced two new services that allow private early childhood centres to offer centre-led home-based learning (CLHL) groups, and centre-supervised home tutoring for children aged 0-6 years. The two services are: CLHL Hubs – small, nursery-style learning groups delivered in approved homes, serving up to eight children from different families under the supervision of centre staff; and CLHL Educators – one-to-one or sibling-only learning at home, where a centre deploys a qualified, KHDA-registered teacher to support a single family’s child. The move expands learning options for families and ensures children can continue learning both at centres and at home. It reflects the flexibility of Dubai’s education system and strengthens its readiness to respond to changing needs during periods of disruption. The two new services enable early childhood centres to continue delivering education through flexible and innovative approaches while adhering to a clear framework that ensures quality and safety. The framework is supported by seven core requirements governing service delivery and responsibilities. KHDA has also issued clear guidelines to organise home-based learning for young children. These guidelines focus on three priorities: continuity of learning, children’s wellbeing and safety, and building trust with families. To ensure quality and safety, the guidelines include seven requirements: licensing approval, risk assessment, parent agreements, child protection policies, staff records, supervision and monitoring, and insurance coverage. The guidelines also give parents greater reassurance by ensuring that home-based learning is delivered under the supervision of licensed centres and qualified staff. They also strengthen the role of parents as key partners in their children’s learning and support a stronger connection between home and the education provider.
