New Industrial Property Grievance Committee established under Cabinet Resolution 36

The UAE has established the Industrial Property Grievance Committee through Cabinet Resolution No. 36 of 2025, creating a structured administrative review process for patent applicants and rights holders challenging Ministry of Economy decisions. The Committee was officially published in Official Gazette No. 796 on March 28, 2025, and is now active. Grievances must be submitted within 60 working days from notification of a Ministry decision and must use the prescribed application form with supporting documents and evidentiary materials. The Committee must issue a final decision within 60 days from grievance submission, with notification served within 15 working days. The Committee operates under Federal Law No. 11 of 2021, which covers patents, utility models, industrial designs, integrated circuits, and undisclosed information across all UAE jurisdictions including free zones. Filing a grievance before the Committee is a mandatory gatekeeping stage; no court action will be accepted unless a grievance has first been filed administratively.
