UAE upgraded to favorable export-control status under U.S. Commerce rule

The U.S. Department of Commerce Bureau of Industry and Security issued a final rule effective July 10, 2026 that upgrades the UAE's export-control classification. The rule removes the UAE from Country Groups D:3 and D:4 and places it in the favorable A:5 group, making License Exception Strategic Trade Authorization (STA) available for approved UAE government agencies and certain U.S.-headquartered AI companies and their subsidiaries. This change unlocks license-free access to advanced computing items for these approved end users and expands availability of other license exceptions for items controlled for chemical/biological or missile technology reasons. The rule maintains license requirements on most advanced computing items destined to the UAE but creates exceptions for approved entities listed in the regulations. Companies with UAE business are advised to review whether the rule affects the licensing treatment of their items and transactions.
